LEARNINGS

Lessons learned

The Pacts of Innovation as a Territorial Ecosystem Orchestration Mechanism.

A process of co-evolution develops, where government, universities, industry and society interact. All actors need others to evolve, and platforms to coordinate expectations and actions are necessary (PIQUÉ et al. 2019a, PIQUÉ et al. 2020). Thus, one of the proposals is the development of Pacts for Innovation in the different phases. Therefore, all actors must complete all phases so that there is an orchestration of the ecosystem:

- Inception: Clear leadership of the innovation ecosystem is required. The involvement of universities, government and companies are key factors in generating a shared vision and trust in an Innovation Pact. It is necessary to know the assets installed in the territory, diagnose capabilities and opportunities.
- Launch: this is the moment for the public presentation of the Pact's vision and the involvement of the maximum number of Quadruple Helix agents. Time to set up a permanent ecosystem governance table through the Innovation Pact.
- Growth: Universities, Companies, Government and Society present challenges and are involved in actions to achieve the vision. Working groups formed by Quadruple Helix agents work on actions to solve the challenges posed and prioritized at the Pact Table.
- Maturity: the ecosystem already recognizes the Pact Table as a mechanism for coordinating agents. Periodically Table evaluates and monitors actions and presents new challenges. Quadruple Helix agents are orchestrated with an accepted and adopted methodology to achieve vision, interpret new challenges and drive action.

FUTURE PLANS

What's coming?

One of my goals, as President of the Triple Helix Association, is transforming the Triple Helix Model as a Global Reference for Scholars, Practitioners and Policy Makers in the Research and Development of the Interaction between University-Industry-Government
For this reason, we were planning a Strategy Plan in 3 axes: (1) Development of Publications like the Triple Helix Journal, (2) Organization of Events like the Triple Helix Conference and (3) Managing the Community, with Chapters around the world, in a virtuous circle that every axis enriches the rest of the axes.
